Information Silos and the Staffing Record

The joined staffing record exists for one purpose: to account for coverage.

Examination of staffing requires a single contemporaneous record of authorized posts, filled posts, overtime hours, and leave. Those data are often maintained in separate systems. This page sets forth the joined record that examination requires. 


Executive Order 14243   

On March 20, 2025, Executive Order 14243, Stopping Waste, Fraud, and Abuse by Eliminating Information Silos, directed federal agency heads, to the maximum extent consistent with law, to give designated officials prompt access to unclassified agency records and systems, and to share and consolidate unclassified data. The order states its purpose: identification of waste, fraud, and abuse. It is a federal access directive. It does not, by its own force, bind every state or local correctional system.

Federal payment-integrity figures  

GAO reported that for fiscal year 2025, agencies estimated about $186 billion in improper payments across 64 programs, about $24 billion more than the prior year. Cumulative improper-payment estimates since fiscal year 2003 are on the order of $3 trillion. Separately, GAO estimated annual federal fraud losses at $233 billion to $521 billion using fiscal years 2018–2022 data. Not every improper payment is fraud.

Corrections staffing data  

GAO added Strengthening Management of the Federal Prison System to its High-Risk List in 2023. GAO has reported staffing shortfalls, heavy overtime, and staffing-assessment methods that rely on inconsistent or unvalidated data.

Those GAO figures describe federal payment integrity, a government-wide fraud-loss range, and Bureau of Prisons staffing data. They are not a finding about any state or local overtime file.  


Method

The firm’s work is a documented staffing file: functions converted to hours, relief, required FTE, budgeted versus non-budgeted posts, overtime used as substitute coverage, and recorded human review of material outputs.  


The Constitutional Public Safety Staff Management System (CPSSMS) is described in U.S. Patent Application Publication No. US20260050847A1 (published Feb. 19, 2026; Application No. 19/288,901; applicant William David Colón; patent pending).

As disclosed, the system maps an authorized schedule from the table of organization; balances authorized, actual, and unavailable staff by rank and tour; measures hour-gaps; converts those gaps to FTE; classifies overtime as in-budget or out-of-budget; assigns rosters to authorized posts; and checks the schedule against the staffing rules of the governing jurisdiction. Orchestration here means assignment, not command: posts are mapped to tours, available staff are sorted onto those posts, and overtime is recorded for the hours that remain. Forecast modules can update that file when headcount, leave, overtime, or population-driven work changes. As implemented, material outputs are subject to Human-in-the-Loop review.

An open file can be examined by the body that has authority to review it. The file shows how the work was staffed. It does not decide waste, fraud, abuse, or constitutional compliance. Alignment with a statute, regulation, order, or contract depends on the instrument that governs the facility and on the facts.
